For the past a few days, I have reported the licence plate numbers of two suspicious cars at midnight as the police told me to report what happened each time. But there have been no responses from the police so far. This kind of situation has continued for more than 30 years.
As a result, I have paid taxes, have kept records as I was told, have taken pictures of suspicious cars and people and have reported to the police. The total hours are more than 100 hours.
And unfortunately this time again I have been ignored.
Then I open my personal information to the people in Japan, politicians in foreign countries and international media. This is the only thing, and the last resort, with which I can protect my family and myself.
There have been a lot of telephone calls. So, I keep the voice record here.
I asked policemen at the Murasakibaru Police Box, South-Kagoshima Police Station and Kagoshima Prefectural Police Headquarters to listen to the recorded voice. But they repeated the same response, saying, "I can't understand what you said," or "I can't catch the recorded voice".
Then I asked them if I could open this voice record to the public, they refused to reply. Then I said to them that I took their silence as their acquiescence. So, I have opened the voice record to the public.
※ I often work at my office at midnight. And some people harass me with car idling noise, horns, sirens, head light and so on. My house is located in the center of a bedroom community. It should be very quiet around my house even during the daytime. When I called the police about this problem, they told me to call the police on the spot as they were ready to come to the spot and investigate the harassers.
Conversation over the Phone

I heard an idling noise of a car in front of my house. Though I was familiar with the provocation, I called the nearby police box only to make sure the telephone connection.
In the past I experienced 911 call problems. All the time I made an emergency 911 call, the police refused to listen to the problem and told me to call the nearby police box. But when I called the nearby police box or police station, the line was often busy sometimes for two hours even at midnight.
But this time my call was automatically transferred to another police station and at the same time a policeman took the call. As I was afraid of being mistaken as a prank caller, I was a little embarrassed but I didn't hang up and said, "Hello, my name is xxxxx and this is a test call for an emergency."
However, another policeman suddenly broke into the conversation. I was amazed that he was the policeman who had once insisted that he was exclusively in charge of me. He said in a loud voice, "I'm coming to your house. I must visit your house when you call the police". I said, "My family is sleeping. It's midnight. It really bothers us". But he said, "I come to your house with 5 policemen. Just wait". And he hung up.
I called the police again in a hurry. But another policeman said, "They have already left the police office".
I was totally bewildered. But suddenly the telephone at my office rang. I didn't answer the phone. Then the answering machine picked up the call.
"Moshimoshi Minamikeisatsusho desu. Denki wo tsuketaka na. Ima soko ni Kiterukedo Wakarankedo. Denki wo tsukete. Akete Goran."

"Hello, this is the South Police Station. Did you turn on the light? We are near your house. Where are you? Turn on the light. Open the door".
Soon, I picked up the receiver and said, "I don't want you to come here". But the policeman repeated his order and cut off.
I called the prefectural police headquarters in a hurry. The policeman answered, "I'll ask the police station about it". Then the tone of the voice in the next call changed a little.
"Minamikeisatsusho no XX Desu. Denki wo akete kudasai.

I took the phone and said that I had called the police headquarters. But the policeman repeated that he was coming to my home. But since then there was no telephone calls. But my family and I couldn't sleep at all. I don't know what happened in the police.
